IG902 can support IEC101<->IEC104, but does not support Modbus<->IEC104.
ModBus library is already within the development environment of IG902. We can consider to have IEC 104 supported there according to your project and provide you with a Demo, on condition that you does have some skills in this area and could probably develop your own ModBus to IEC 104 scripts in Python.
Another solution is that you can do that in the docker container of IG902.
